Η συζήτηση που έχει ανοίξει πρόσφατα για τα επί πληρωμή απογευματινά χειρουργεία που προγραμματίζει το Υπουργείο Υγείας έχει πάρει μία ηθικολογική τροπή που μαρτυρά μία (εσκεμμένη;) άγνοια της πραγματικότητας. Το βασικό επιχείρημα που προβάλλεται είναι της μη ίσης πρόσβασης στην υγεία από όλους του πολίτες. Για να έχει νόημα αυτό, πρέπει να δεχτούμε όμως ότι η πρόσβαση σήμερα είναι ίση. Είναι όμως;

Στο Ευρωβαρόμετρο 534, που αφορά τη διαφθορά, στη σελίδα για την Ελλάδα βλέπουμε ότι μακράν ο πιο διεφθαρμένος τομέας της χώρας είναι η υγεία.

Βλέπουμε εδώ ότι το 88% των ερωτηθέντων εκτιμά ότι η δωροδοκία και η κατάχρηση εξουσίας για προσωπικό όφελος είναι διαδεδομένη στον τομέα της υγείας, 20 ποσοστιαίες μονάδες υψηλότερα από ότι η επόμενη ομάδα που είναι οι πολιτικοί.

Στην ίδια έρευνα βλέπουμε ότι το πρόβλημα με τον τομέα της υγείας στην Ελλάδα είναι επίσης περίπου 20 ποσοστιαίες μονάδες χειρότερα από ότι στην επόμενη ευρωπαϊκή χώρα και 60 ποσοστιαίες μονάδες χειρότερα από τον ευρωπαϊκό μέσο όρο.

Πόσο διαδεδομένη είναι όμως η ‘πολύ διαδεδομένη’ αυτή πρακτική; Στην ίδια έρευνα βλέπουμε ότι το γνωστό «φακελάκι» εμφανίζεται στην Ελλάδα στο 14% των περιπτώσεων, σχεδόν 50% πάνω από τη δεύτερη σε κατάταξη Ρουμανία, και πενταπλάσια σε σχέση με τον ευρωπαϊκό μέσο όρο.

Δεν μπορούμε λοιπόν παρά να αναρωτηθούμε. Αφού η πρόσβαση στην υγεία ξεκάθαρα δεν είναι ίση, ποιος μπορεί να βγει χαμένος από την διαφορετική αυτή διαχείριση που προτείνεται; Φαίνεται ότι αυτό που σήμερα εισπράττουν ανεπίσημα οι επαγγελματίες της υγείας θα το εισπράττει πλέον επίσημα το δημόσιο. Οι ασθενείς δεν φαίνεται να ζημιώνονται κάπως.
